In order to get the New York Canal started the Idaho Mining and Irrigation Company began surveying, February 3, 1888, for a ditch that they could afford to construct. Later that year, the Phyllis Canal enterprise was returned to the parent company, and serious work finally began on the system in the spring of 1890.

New York Irrigation District is a State of Idaho recognized Irrigation District operating in Ada and Canyon Counties. NYID has adjudicated water rights for 17,733.32 acres. The District currently has 22,045 water user accounts. The majority of these accounts are urban water users.

The Boise Project Board of Control was formed in 1926 by contracts between the Bureau of Reclamation and the five irrigation districts representing the water users that make up the project. These irrigation districts are Big Bend, Boise-Kuna, Nampa & Meridian, New York, and Wilder.

The Boise Project covers lands in the six south-western Idaho counties of Elmore, Ada, Boise, Canyon, Gem, and Payette, and a small portion of Malheur County in eastern Oregon. The geographic lay of the land naturally lends itself to the division of the project into two divisions: the Arrowrock Division and the Payette Division.
