San Jose Planning Commissioner Anthony Tordillos has declared victory in the special election for the District 3 City Council seat. Tordillos made the announcement Thursday, after a Wednesday results update showed him maintaining a wide lead over Latina Coalition of Silicon Valley Executive Director Gabby Chavez-Lopez.
