ALBANY, N.Y. — New York Governor Kathy Hochul is set to deliver her 2026 State of the State address on Tuesday. This marks her fifth time delivering the speech.

Hochul on Tuesday proposed legislation to authorize a pilot program that would force lead-footed drivers in New York City to install in‑car technology preventing them from speeding.

Hochul said the state will help the city fulfill its promise of fully implementing the program for more than 30,000 children within four years. New Yorkers United for Child Care, however, estimated about 55,000 2-year-olds would be enrolled annually in the program.
